seriously ther are some maps snipers can be a bugger like el alamein 16 player where there is only 1 british sniper kit but no german and a skilled sniper can be a pain in the ass but still as soon as you got his Location via binoculars on the minimap a simple rifleman can take him out better with help of MGs fire to suppress him. On hyacinth they can also be good their superior view distaces makes it hard to find them in the dark and most times they can kill you before you can see them. but still that is 1 man with a rifle hiding somewhere, the rifle is bolt action and takes ages to reload, hard to aim really long distances due to bullet drop, and only around 30-40 bullets. If this one guy ownes your hole team better go play something else

Problem in games like this is that the matches don't last long enough for a sniper to be useful in its classic sense of the term. Even if you did have the time the other issue is that you can spend 4 hours stalking a commander kill him and 14 seconds later he is back. This means that the only possible usefullness they can have in this role is to be the initiators of a coordinated attack. AKA they take out the commander and give the OK for the attack free of an arty strike. (Since there are few levels where you can actually use the Rifle to kill the commander, the job can be done by a scout also just need to be really sneaky). I found the two levels where sniping is most useful is Supercharge as a brit sniper, and Tobruk as a german. If you can fire at a very good range You have a great time taking out the 2 88's and mgs at the german flag across the valley (the 88 can be taken out by a AT rifle too but usually you have to get closer and some of those guys are good on the 88s.)
Tobruk with a sniping kit = great fun with the 6lbrs and mg nests. As long as you can keep people off of it long enough for your tanks to get in range to destroy them you can easily take the base.
The rest of the maps your most usefull sniper is someone who spots tanks way befre they spot yours. Spots snipers and people getting on arty before they get a shot off ETC. If you have a sniper on your team and all he does is shoots then you mightest well shoot him yourself because he cant possibly kill enough people to help your team. If he spots them instead your team knows where the attack is coming from and they can counter it.
Since most of the people grabbing that kit are just out to try to get kills they make for easy targets too. I remember once having a shoot out wth a sniper in mersa mat. He had the scoped rifle by the drums in the middle of the open part of the town, and I had a scout kit in the tower (was waiting for the sniping kit) He fired a good 15 shots at me and I was firing back and getting closer hits than he was (he kept hiding behind barrel). I realized that all I was doing was wasting ammo on him, so I saw a tank going up the street next to him, so I figured war ain't fair so I took out my binocs and spotted the sniper. Tank rolled passed him and a few MG rounds later he stopped being a problem.
so to end this long post A good sniper is an asset for the team, but a guy grabbing the kit just to shoot at people from a few feet further because he doesn't know how to use Iron sights is useless.

In a serious vein, yeah, they did, just not like in FH. First of all, on the Eastern Front snipers did slaughter every bit as much as in FH! Second, snipers could hold up the movement of regiment/brigade/combat command size units, even without hitting more than a few targets. The fear of snipers somtimes paralyzed Allied units on the Western front, to the point Bradley ordered that German snipers, even those in uniform, be summarily executed if captured. That's is what I'd call a sniper "pwning", if not "raping".
The sniper rifles are only useful on Sfakia and Bardia.

according to the German and British Sniper tactis of WW2 (the british would often copy german ideas and vice versa) there is also a Sniper/observer which served a more passive role of idenitfing and observing troops movments and calling artillery strikes. they would only snipe targets of opportunity that entered their zone of observation
