Thanks everyone for your input. It seems that most who have voted would atleast like to see it tried. I'm not sure if WaW will implement such a scheme on our public server in the near future or not, but hopefuly it will be tried. Many of you raise valid points, but I must dissagree that FH2 players are so different from PR players... neither generaly likes BF2 that well, that has to count for something :).

I would love if you had to join a squad. However, (at least on public servers) people only join squads to get an extra spawnpoint. 90 % of the time it seems the neither the squadleader or any of the squadmembers are devoted at all to the team or the squad, the leaders don't give orders to the squad, the members are scattered all over the map and when occasionally the leaders give orders, the squadmembers doesn't follow them. As you might have guessed I voted "No, doubt it would work".
But don't get me wrong, I like the idea, so as you said, I would also like to see it tried. Even if it doesn't work I think that it will be more teamwork than on servers without those settings.
I'd like to test how it would work out but what I have experienced in Hslan during these few months makes me wonder would it change anything. As it is now its hard to find squads that are really devoted to team work. Of course there are those shining examples once in a while when squad really plays well but usually when I get invited it turns out that they are not teaming. Too many times I've been part of a squad where everyone is just running around like headless chickens and on top of that squad leader is not issuing orders or if he is no one obeys and just ignores him.
Sidi Regezh is only map where I can always find really nice squads to play with. Maybe thats why I simply love that map.
About FH2 players being different than PR ones: I think it has something to do with team play in PR. They have had much more time to filter out those who don't like teamplay/not suited to that mod and have established solid playerbase devoted to their idea of gameplay, which FH2 has still not done because its so new (PR is much much older mod, I remember when it was just minimod in the beginning but it grew rapidly).
Its a shame that Tacticalgamers FH server failed, simply because they chose to have that insane spawn time. If any server tries enforcing teamwork, don't make the mistake they did. Its funny that their POE2 server doesn't have these 30 sec spawn times, I wonder why they figured to change FH2's.
