can any of you name any map that has a high frequency of spawn-camping, base-camping, and the like despite server rules? I thought Orel, the storm, and kharkov were some of those maps.

I cant say really, since basecaping is punished by death on the servers i play on.. But i get spawnkilled often On zielona Gora tournament deahmatch more then on any other map.
If you are a talented sniper, you can basecamp and not even look like it. Take el Al for example. If you know the correct trajectory of the round, you can kill the German planecampers and Verling whores from that radar station without anyone noticing.

Killing planecampers is great, be sure not to mess with the ground pounders, and there is very little chance of some-one ever coming to look you up.. cos.. you cant planecamp and look for a sniper at the same time ;)
As far as actual basecamping goes, I don't find Foy, Orel, or really any of the maps to be any more or less prone to base camping. Battle of Britain is but that's because I consider basecamping when one side jumps out onto the other side's territory.
As for the rest of 'em, they're all equally prone to base camping, potentially, but it really depends on who's on the server. I also don't consider shooting from well outside a base into that base basecamping. That's just killing people in the base. In that sense, Kharkov is one of the worst/best because of how open the bases are and the fact that you have the ridges overlooking both bases.
Depends on the server of course, but most of the time those are turning in spawn-camping.
Kharkov Kursk (didn't even see a game of it in .65, but it was pretty much basecamping in the others). Bombing the Reich Battle of Orel Liberation of Caen (as USMA pointed) Before you had Valirisk, but it seems better now (did'nt try it much in .65) Battle of Stalingrad (Russians getting pwned in their base :eek:) ... Pretty much all maps with uncap flags have a potential for it.
13th Raptor, the key is to only kill a few infantrymen. If you just pick off a handful of them and relocate, you will be fine. Generally, I go in this "shooting order"

When it applies, sniping a Jackson commander is good fun too.
I've never seen The Battle of Stalingrad (FH's version) turn into camping, certainly not for the Russians. The Russians get stuck in their base plenty, but that's not what I consider camping. DICE's version could have either team get basecamped, though.
Kursk wasn't so much camping as much as just ending up being pinned in your base once a single team holds the two middle flags. I hated that map.
Bombing the Reich had no basecamping as far as I could tell because you had no parachutes for people to bail out with. Unless you mean the Germans could sail over to the British side. It's been a while since I played that one because we removed it from WOLF due to the bugs in that map.
Caen I haven't played enough of to be sure, but the Allies can definitely end up never taking a flag (or at least never holding it). From the few times I've played that map, I really don't like it much.
Orel can have some, but I don't see as much as I do on other maps, usually because there's so many other flags to get and no side ever really holds them all. The bases are laid out, though, so that it's potentially easier to camp. You've got flags close to them, and no physical barriers or base defenses to keep folks out.
Valirisk could have the germans get camped, but usually I just saw either side get pinned in their base or never able to take a flag. It is indeed a much better map now.
DiCE was just retarded when they made their maps. What happened to the Ardennes in Bulge? Why are the famous Russian steppes forrested and hilly? Why is there even an capturable island on Midway? The world will never know...
Caen was fun in Vanilla when weapons took half a magazine before killing you. Not to mention you didnt have to counter PanzerIVHs and Panthers with puny Shermans and Sextons.
