I've been trying to find a way to convert an image, say photograph, to simply use eight colors. I really have no idea what I'm looking for to be perfectly honest - but I would imagine it would have to level off all the shades to their nearest color...

I do own Photoshop CS3, but I haven't had much luck finding such a function. There are many that "simplify" the image, but how do I know that it's at eight?

Yeah..It doesn't usually look very good. Your best bet would be to just follow the color areas with paths. And get a nice vector out of it :P
