Had a few minutes to spare, so voila!

Part I

First, a new document, set to whatever size you like (I prefer 500x150 for sigs)

Then Filter > Render > Clouds. Making sure the palette is at default (press 'D')

Then take a Grunge brush, set to a medium opacity and overlay, and go mad, or keep it controlled. I came up with this:

Then, create a new layer, and make another grunge. Make sure it is similar to the other, but not too similar.

Then duplicate both layers, and go to Hue/Saturation/Lightness (Cmd + U / Ctrl + U), colorise, only with the Hue, don't use the other two.

Then, going from the top, set each layer to either Overlay, Soft Light or Hard Light.

Then, the final part of the background, select the whole canvas, press Cmd (Ctrl), Shift + C to copy all layers, then paste it. Gaussian Blur at something between 3.5 and 7.

Then set that layer to either Darken, Lighten, Overlay or Soft Light.

Nice tut DC, is that windows vista your using, and is that a skin for photoshop, or what it looks like in vista?

I would believe he's on a Mac, especially considering his avatar. Unfortunately, graphics editing is the only thing Mac's are good (read: superior to alternate choices) for.

Nice tutorial, good grungy effect. In the steps, would that be the insignia of the Isle of Man you're using?

No, it's a fractal I made, but I also thought it looked like the isle of man symbol ;)
