I believe that the program called "The Gimp" is free. I assume you are a windows user, as Macs and some Linux distro's come with a free photo editor.

I don't think here are any. You could use a free version of adobe photoshop though, but it doesn't have all the functions the pay version has... Just google it.

It has features comparable to Photoshop, but with one problem...the GUI sucks beyond belief, which makes using those features difficult and I find it clumsy even for basic tasks. If you mean the demo, then it can't save files which makes it useless. If you mean Elements, it's not free. If you mean a free one that isn't a demo, I'm fairly sure there isn't one.

MS Paint is free and simple. :p
If you want something with more features, try GIMP. Those are the only two I've ever used.
For photo editing (or most anything else), it's horrendus. After you've used Illustrator, you never want to go back.
The GIMP is a pretty good editor once you get the hang of it, but i agree with Archaon, the GUI for it sucks, but its free and it works.
