You must download gif image editing software such as Jasc animation shops 30 day trial edition. Then insert the series of pictures that you want to cycle through or so on. A good program, from what I have experienced, is Jasc animation shop. It is made for the exact purpose of editing and creating animation files, it's easy to work with, and not that expensive. I believe that photo shop CS3 handles animations well to.

I'm sure there are a lot more out there, but I don't use every single one. I've always made my animation's from a sequence, never knew you could do it another way. Is there an easier way?
I recommend Gimp, it takes a while to master but is very good.
It does not cover animations very well, as far as putting them together, but it is what I use for everything else.
