Render is just a object on a bg.
The opposite would be the object with a finished backround and diffrent fetures.

He means that the 2nd one isn't a render. The 2nd picture is an example of what you'd get a render out of, whether it be a picture, or a wallpaper, etc. Good places to find renders are Gamerenders (I post and use renders from there), and Planet Renders.
There are many definitions for a render.
A render is usually a huge source image, which will be resized to use within a game or image. It is generated in some way by a computer or an artist.
For example, to test the ability of some game engines, they have it render a huge version of a character - the Master Chief in Halo in the above image.
