The guy is true to an extent. I was going to request something earlier today, but I looked at the rules/guidelines, and decided it was too much trouble.
I think you should remove Animations will be spotty, I don't see what the big deal about that is... If the designer doesn't want/lacks the ability to make an animation then, he/she shouldn't fill out the request.
Also, You can only request one sig at a time and you must wait at least 1 month between requests. Again, I think this should be up to the designer. If he/she doesn't want to make somebody a graphic for this reason, then so be it.
Also, If you are a new member, from 1 post to under 300 posts, and you get a sig that has scan lines and a watermark. As with the previous two, if the designer wants to add scanlines/watermarks, that should be his/her choice.
The signature request form is a good way of designers getting the information needed, but a well written request is just as good. The form should be optional and if the designer feels the request is lacking then he/she doesn't fill it out.
A lot of these rules/guidelines are confusing, and in my opinion they need to be revised or at least spell checked :P. I don't mean to offend anyone with any of my post. :)

Yeah, it's really pretty retarted.
There's other places you can go if you want sigs/avatars, where you won't have to deal with tyranical mods or 5 pages of rules.
Hell, Photoshop really isn't all that difficult. You could probably pick up a used copy at one of those half-price-books places, and learn everything the mods in this forum are doing in about 2 or 3 weeks; maybe 1 if you were a fast learner (and all by yourself, just by fiddling around with the various features). All they really do is download brushes from the internet, some pictures; and blend it all together - then add some text, which I think is the easiest part of Photoshop. You don't need to spend months reading books.
Or, that "Apophysis" program you've probably seen; all you do in that is plug numbers into various formulas and it creates fractals and designs all by itself. If you can use your numpad, you can use this.
You're both right, but this thread will probably be locked and deleted; heh.

Sli(KThere's other places you can go if you want sigs/avatars, where you won't have to deal with tyranical mods or 5 pages of rules.
Then feel free to go to those places. These rules were put into place because people have abused our service. These people do not make sigs so you can use them on other forums, or sell them to people.
Because of a few, everyone gets the grief of having to follow a few simple rules (boo hoo, it's so hard, right?). If you don't like the system here, go elsewhere or make your own. Simple as pie.
The rules are the rules. If you have concerns, contact one of the graphics moderators in private. Discussion over.
