*Moved to the questions forum* If you used the search button, you would have found about 5 of these threads. Generally we use Photoshop (7 or CS for most, i use 6), Paint Shop Pro (Steakboy), and TheGimp, or GimpShop.

Photoshop 6 is around $30, but it is so outdated its useless to get, believe me. Photoshop 7 is the most capable in my opinion, and is around $100 Photoshop CS is $1000 alone, but if you buy Photoshop 7, you only need to pay $100 for the upgrade, and that is the prime image maker right there. PaintShop Pro i think, is around $200-$300. TheGimp is free. if you just type in the name in google it will bring up their sites.

You can also be chep and download any of those using a p2p program. But I wouldn't reccomend that because you cannot register them online, and you will only have it for 30 days. Also, if you download it, it will tend to corrupt, which results in constant downloading of the same product which may result in a computer crash. Just go out and buy it, try and find a buddy that works at Wal-Mart or someplace like that, you will get the product half off. EDIT: Another choice is having/buying a program (such as an anti-virus or multimedia program) that has the Photoshop program built-in. I have my photoshop through my Panda Titanium Virus Protecter/Pop-Up Shield.
