Does anyone know of a program i could use to make a snowing effect in a sig?

Photoshop cs & Imageready. The snow is same technique as rain, only you don't set the distance & movement as sharp. Also, set the noise layer to screen to have it more snow-like.

IDK. Can you do animated rain with gimp? If yes, then you can do snow.

So, have you got PhotoShop? If answered yes, you have ImageReady.
