I'm downloading a game from Steam and I swear that the higher my KB/s the longer the download time. Has anyone else had this problem/ noticed this?

Nope. Never seen that happen. In fact, for me, even very small increases in the KB/s shorten my download time a lot.

I have noticed that Steam drains all bandwidth and will stop you from doing anything online while it's updating/downloading, but i've not seen your prob

Steam sometimes displays download rates that are much higher than what my connection can actually handle. I guess the download rate isn't the actual download rate but more of an approximation.

Well I've only ever updated games via Steam before playing them, never DLed the digital versions, but I've never ever seen the updating not be faster when the KBs are higher, so yeah, that seems strange.
