It is my understanding that SE AD&D rules state that a lower armor class is better and affects your enemy's chance to make a successful hit. However this also means that if the enemy DOES score a hit, it makes no difference whether you are wearing heavy plate mail or a T-Shirt and pajamas. The damage is the same. However, Fallout is not a D&D game, but ironically, it is the only game to GET IT RIGHT! It has armor class in which a higher number is better. It does NOT affect your enemy's chance to hit. It affects the damage taken. If you are wearing only a leather jacket, and you are shot with a 10mm pistol, you might take 17 points of damage. On the other hand, if you are wearing Advanced Power Armor Mark II, you will take 0 damage almost every time.
