In my opinion Sim City 3000 is much better, for some reason Sim City 4 is not as addictive as its previous installment was, but yea, it is worth it if you are into the kind of game that allows you to see development. BTW, maybe it is just me, but Sim City 4 runs much better on a nVidia gfx card than ATI.
I dont think its a very good game.
SC4+RH is one of the best games made, especially if you install some custom plugins (see here). i would say the game is a very good buy if you like city building sims.

Buy SimCity 3000, or even 2000. SimCity 4 won't run 'well' on your computer (though I do believe you pass the minimum requirements, you won't be able to build anything larger than a village before it kills your computer -- even mid- and high-end computers struggle). Say something to the contrary if you want, nobody will believe you. It's getting quite old telling you this, actually -- I would advise that nobody bother in the future, as this is beginning to have the familiar smell of a 'troll' about it.

Get 3000Unlimited instead. It's cheaper and just as good. Really the only things going for SC4 are the graphics and some extra features that deepen the game, but also make it harder.
I had 3000u for years before I got 4 and I was good at it. SC4 drives me mad because starting a city is a lot harder than the previous ones, for me anyway.
If you can play it at school, then play it more and decide if you want to buy it on your own.
