My pc configuration is
Amd Athlon x2 6000+ 3gb DDR2 Ram Ati Radeon HD 3650 Windows xp sp3
I am getting acceptable framerate of about 35 fps in games like crysis , callof duty 4 etc at high settings But I am facing sudden jerks during gameplay . I am facing this problem not only in next-gen games but also in very old games like "no one lives forever" So in short in all 3d applications . So system requirements is not at all problem . Can anybody suggest what is causing this problem

Sounds like you've got too many programs running in the background. Open up task manager and have a look at what processes you've got running.
Besides background programs, check for HD fragments, page file size, malware, driver updates, the usual routine stuff. Don't forget audio drivers and chipset drivers too. Another thing that is often overlooked is DirectX updates. And when updating ANY ATI based card's drivers, I highly recommend Driver Cleaner Pro and using it's Cab Cleaner feature. Study the readme and dilligently follow insructions. You can still get older versions of Driver Cleaner Pro free, which work just fine.
If the problem persists, you may have faulty hardware somewhere. You can run hardware tests with SiSoft Sandra Lite, which is also free.

A simple de-fragmentation might suffice as well, usually doing that can solve a wealth of problems.
