Its on your armada II cd:

1.) Right click on your cd-rom drive and hit "explore".

2.) Then go into the folder labled "Setup".

3.) Then enter the folder labled "Editor".

Instructions for Installing and Launching the map editor

Copy the following files from the \Editor\ folder on the CD to the installed directory for Star Trek: Armada II.

ATVI unsupportedextension_mapedit

The default installation directory is:

C:\program files\Activision\Star Trek Armada II\

Create a shortcut to Armada2.exe

Open the properties for the shortcut and add “/edit mapname.bzn” to the end of the Target line.

Example: "C:\Program Files\Activision\Star Trek Armada II\Armada2.exe" /edit johnsmap.bzn

For each map you want to edit or create you will need to modify the shortcut to reflect the appropriate map name.

Filenames should be eight characters or less plus the .bzn extension.

When you click on the shortcut Armada II will launch into edit mode.

End.

You can't make asteriods move in Armada II.

Your other questions should be covered in this tutorial - http://strategyplanet.com/starmada/mapcentral/mapfaq.shtml

1.) As far as i know the Game should automatically generate what the map looks like after you finish making it.

2.) Asteroids have movement already programmed

3.) I believe renaming maps can be done in the map option while in the editor.
