If you want to change the amount of personnel added to the crew pool (not the planet), simply open a planet .odf and look for the "crewGain" label (it might be "maxCrewGain"). This can be anywhere from 0 to infinity.

You can also change the amount of personnel per population level. Now, the .odf files are misleading in that they imply that a change in maximum crew per planet can be altered (garrison size). This is not true (more's the pity :( ). You can, however, alter the levels (unpopulated, heavy, etc.) by opening the RTS_CFG file in the Armada II main directory. Near the end of this file you will see max_populationLight = # (or a similar line...search for the words "light" or "heavy" to find the proper lines). You can change the light population from 2000 to 4000 or some other suitable number.

To change the size of a planet, open each planet's respective .odf file and either add the line "scaleSOD = #" or find the line and alter it. This will make planets larger or smaller but bear in mind that the affected planet's texture may not scale with the "new" planet SOD.
