If this is the only time you have had this problem I really suggest not messing with the registry, since most programs don't require short file name support enabled to run. In fact the only one I've ever required this fix is stuff using the same installer as wild west.
The quick and easy way to do it is put the file "TheWildWest1.5.exe" right on the root of your C drive so it would be at c:\TheWildWest1.5.exe and then rename TheWildWest1.5.exe to T.exe or something with one character then .exe, this is done because the installer isn't long file name friendly, but as long as it is 8 characters and below it will run.
I really suggest they replace the current installer with inno setup so this doesn't happen. I figure most people would just give up when it happens to them and not even bother to come here.
hey let me get this straight i just move wildwest 1.5 to my c drive rename it to t.exe and run it. When i did that i got the same error but u did mention somthing about inno setup what is that?

I recommend you to use a zip-file for installing WildWest. I dont like self-extracting archives or self-installer. - download the Linux-version of WildWest (it is a zip-archive which includes win32 dlls and the start.exe file too) - eventually delete a WildWest directory in your RTCW folder - unzip the downloaded archive to your RTCW folder - try to start it

Thats odd, it should work, did you upgrade to SP2 by any chance?
I suggest doing what Rudi said above then, changing the registry entry like it says to do on the site is better off left as a last resort.
