In Singapore you can't even chew chewing gum legally lol (it's true, look here http://story.news.yahoo.com/news?tmpl=story2&u=/ap/20040525/ap_on_fe_st/singapore_sticky_issue).

Of course it won't work! They'll find a way to get around it / out of it! It is the way of things. Government creates law to stop something. Dubious person circumvents the law. Government creates new law to stop circumvention. Dubious person circumvents it. And... so on and so forth. It may work temporarily, but they'll find a new way to clog our Outlook boxes. And then the internet will explode. Because between GF and the junk e-mail problem, the internet will be overloaded with SPAMSPAMSPAM! :spam:
Wouldnt it be cool if it was actual spam the companys sent. That would be so cool. I could eat away all day!
But actually on topic kinda thing, people would complain that it is a breach of privacy possible and of course, the internet is near impossible to police and as such it would be hard to enforce such a law.
