Chancel, it depends on what exactly you want to do.
There are lots of mod types you could make, since a mod is simply a modification of the game etc. What did you have in mind?
Ship mod? Hardpoint mod? Sound mod? Bridge mod?
Like the above post suggests, in order to make models you need one of those programs. But for things like hardpoint modding you need either a text editor like notepad, or even better the Model Property Editor, I think it comes with an sdk but it can be found I think on bcfiles.com

You need a CAD program such as 3d max or milkshape to create ship models (and another programe to export them in the .nif format). You need MPE (model property editor available here on www.bcfiles.com) to add or alter hardpoints. BCMP will create a plugin for you and even compile the lot into a .bcmod. For ATP features, go to the ATP homepage and download the tutorial there.
Bridges are far more difficult...

Speaking of CAD programs, would design CAD 3000 or Gmax work? Cause I'm also intrested in doing this stuff, I just need guidance from someone and not an Adobe tutorial program.

if you have milkshape no other program is needed, just download the .nif importer/exporter plugins on BCFiles, it's what i use and it works great! Link: http://www.bcfiles.com/file.info?ID=18852
