...if somebody calls you and you see the "missed call #" on your screen...don't you call the number back? Because, oh I dunno...

No. They obviously want you to call them so they can save their minutes and money. At least that was the tactic in India. But I'm sure anyone who cares about money would do that. So, no I would not call back. Why the hell should I help you save money when you're the one that needs to be doing the talking? I care about my money as well. If it is really that important then they'll call you again. If not then screw them.

It depends if i know the number or not, or whether or not i want to talk to the person who called.

Depends if the number is a friend's. If it's a random number, then, no.

Same. And I'd add that there are some "companies" that call randomly like that only so that you call them back and you pay a lot when you do. Here in France we name the kind of phone numbers they have "numéros surtaxés". Basically when you call them, your phone operator makes you pay an additionnal fee and the people who own that number get the money -.-

When I feel like having some lulz I call back, it's funny to hear how surprised a telemarketer is when you call them instead of them calling you.

Depends what the number is. If I don't know you then I don't care.
