Is it true that ppl in the USA can get a driving license and drive at the age of 16 ?
depends on the state. i know you can in tennessee. most places is 17 or 18, however. nearly every state has a permit so that you can drive with supervision at the age of 15+.
I received my license when I was 16 and started driving when I was 15 with a permit. However they've recently changed it to a higher age although I'm not sure what.

I've got my permit now, which you can get once you turn 15. After you've had your permit for a full year, you can then get your license, which lets you drive w/o and adult.
my cousins are getting their liscences soon, and they're 16. that's in illinois though.
here in canada you can get a permit to drive with an adult at 16 called a G1. then you pass a driving test to get a G2 after you've been driving for a bit. then after a year you get your G which is the full licence.
Here on Venezuela you can drive with 15 years if you get the permission, but you can only drive as long as you have someone with a lisence as company, but once you get 16 years you are able to get your lisence without any problem.
In Alaska (where I live), you can get a permit at 14 years old, and a license at 16 years old. God I need to get my permit...

As dan said, It depends on the state as far as I know, states like alaska with a much lower population the age is like 16. But areas with more traffic have normally higher age limits.
