I was just thinking about the entire Rep system these, and many other forums sport. It's a lot of fun, it helps gauge how liked somebody is, and in general - a fun toy to play with.
Of course, every fun toy generates a lot of bullshit when kids start playing with it. Be it little Jose getting hit in the eye with a dart-gun, or little Brandon getting negative reputation he doesn't think he deserves - a shit storm ensues.
Most appropriately, those who don't want to be bothered by all the shit that goes on - simply walk away from the proverbial dart-gun fight and disable their rep.
It would all be fine if not for the fact that despite walking away, they get to keep their dart gun!
Now, that doesn't seem perfectly alright does it? It may be a tad presumptuous to say but a large portion of those with disabled reputation do it because they don't want to show their red squares, or have their "reputation" tarnished further.
These people are also, for the most part, total dicks.
It seems odd to me, that people can simply put on a one-way rep shield. Especially when those who use it most, are dark characters.
Edit: It's possible that I'm completely wrong and once rep is disabled - you cannot give it. I can't be arsed to check right now though.
Looks like I can still give you rep after hiding my own reputation. That does seem like a rather silly way to do things.

If someone hides their reputation, you can still leave them reputation and it will always be there if that person decides to ever show it again, so if someone is hiding it and acting like a dick, it's like a continuous circle of self loathing they will never recover from.

You already summed up the issue yourself - "it's a fun toy to play with." Just like women don't marry their dildos, and men don't have arguments with their pornography, reputation systems on web forums aren't really meant to be considered seriously.
I was under the impression, that if someone (who has disabled their own rep) gives rep out, it doesn't actually make any different to the person who received it. It would only be a Gray point (which doesn't count), instead of a Green or Red one. I may have that wrong, but I believe that is how it works..?
