It just means people in St. Louis should expect slow connections I guess. And any servers that are hosting there or route through there may be slow too.

I assume things must be back to normal right now as I can't see a lot in the new about this but, clicking on the link now, there still seems to be a lot of traffic heading to that area.

Does anyone have any information about it? It seems that St. Louis has been a regular target in recent history. I'm assuming there must be some major internet provider or technology company there who they're targeting?
