I find the places but theres no yellow marker to let me in? Anyone know why? Oh and i saw this black jacket with like a cobra on it does anyone know where i can find it?

Actully u have to do a couple of missions i think in Venturas. ( i think after the mission where u steal 4 cop bikes and have to park em atop a truck after that mission is beat i think victim store unlocked)
