so heres the thing. were all pretty sure (when you consider how barney was able to walk among them undiscovered) that CPs arent augmented, like the overwatch. therefore, they wouldnt have had anything that kept them forcefully allied to the combine (except out of hunger and fear).

with this in mind, during the C17 uprising, wouldnt the metrocops join the rebels and turn against the combine? theyre only normal humans, after all.

The Metro Police are brain washed, the Combine put stuff in the water that (with some people and other time) want to join the Combine as Metro Cops.

Interesting question, but like PC_Master said, even if they're not augmented they're probably still heavily brainwashed to ensure loyalty. How Barney avoided this is anyone's guess.

If they were just citizens in uniform, I'd imagine they'd show some mercy to their fellow citizens, but they never do.

they probably show no mercy because they fear there alien overlords. and i thought the water only caused memory loss. even if it was the water that made them that way, wouldnt they eventually realise the combines brutality and turn on them? cos i dont think that they could mix the mind control drugs with the memory loss drugs without screwing them both up.

An interesting question. But then, why didn't the secret police of Soviet Russia turn against their superiors when committing various atrocities in their name? Why didn't the Nazi soldiers turn against their commanding officers when being asked to gas countless swathes of innocent men, women and children? Why didn't the Iraqi Republican Guard just kill Saddam and install a democratic government?

The power of any totalitarian regime lies in the support of the army. Any army is fully capable of overthrowing their government, and yet rarely do they choose to do so.

Presumably, they are promised power, or even riches if such a thing has any meaning in Combine-ruled society anymore. They may also be more aware of the sort of retribution the Combine is capable of unleashing in the event of a rebellion. Some of them may actually believe that the Combine is good for mankind, either through their own beliefs of through brainwashing. The Combine probably also offers protection and comfort to the families of those willing to serve them. Whatever methods they use to assure the loyalty of the non-augmented forces, can't be particularly intrusive (such as brainwashing or chemical controls) otherwise Barney wouldn't be able to go about unnoticed and yet still be loyal to the rebellion. It's also quite likely that the Civil Protection operates under a similar discipline regime to places like Soviet Russia - defectors, deserters and retreating men get shot, without question.
