If you read the small book of conversations of the universe in the collectors edition of Halo 2 then you will hear the name Bracktanus. I believe he is mentioned because he will play a role as the next Brute Chieftain. Any thoughts?
Maybe because there isn't many alien names.They don't even tell you the Arbiters real name.
Actually, there is some speculation that the Arbiter is actually a Ship Master Elite named Orna 'Fulsamee, from evidence available from the book series.
If you actually read the book, you find out he was the commander of a group of ships near Halo, so he could easily have escaped. It seems logical to me.
Ya,they say he was the fleet commander or some other high ranking commander of all ships close to halo which is why he was given all the blame when it was destroyed.
I thought that the Arbiter was the commander of the Fleet of Particular Justice, back during Halo 1. Not the commander of Truth and Reconcilliation.

Indeed. That leaves Orna 'Fulsamee as the most likely choice from the books.
