Shit, yes. It's the only logical choice. It would be a very bad move on Bungie's part to introduce him in Halo 2 and then not have him in the sequel. Not just any sequel, but the conclusion to the storyline. The Arbiter's storyline in Halo 2 was just as important as the Master Chief's, and now they're intertwined to the point where there's really no way to avoid their paths crossing to make any sense.
In short, it just wouldn't make any sense at all if the Arbiter didn't show up in H3. Bungie would lose a lot of popularity that way, too. He's crucial to the plot at this point.
Yes, why would they leave him out. He is part of the story line now.

The Arbiter WILL be in Halo 3. He didn't die at the end of Halo 2 so people will expect to get to play as him.
I think it is almost certain that we will see Arbiter again. He played such a big role in Halo 2 it would be criminal to piss him off now when things are just starting to get interesting.

And the Arbiter will most likely be on the "good" Covenant faction's side, that is to say, allied with the Grunts and Hunters, and to some extent, humans. The other faction consists of the Jackals, Drones, Brutes, and Prophets.
wow i know this is off topic but is it just me or isnt this "bad" covenent team the only ai that piss you of in Halo2...mostly because they are just anoying to kill(stupid drones your making me waist my ammo!!!)...is this just me...:confused:
It's not just you. Besides, the "good" covenent team has all the cool ai (grunts are funny and elites are awsome.) Going back on topic, I think everyone want's the arbiter in H3. After all, he was fun to play and is now part of the merry band of Keyes and Sarge (My philosiphy: Arbiter respects Sarge who likes Keyes who we find out is a Recaimer for some odd reason that advances the story.)
