I used to have that problem. If it's what I think it is, then your graphics card isn't good enough to run the game. Running DXDIAG really won't do crap. If you do have a good graphics card, you may want to make sure Direct X 9 is installed, because that's required, or make sure your current card can support it. Also, make sure all your drivers are up-to-date. You have no idea what a difference that can make. Just go to the website of your manufacturer (most likely ATI or nVIDIA) and download the most recent driver. As for the map file, it may be that you have a damaged or defective disk. Email me (firstname.lastname@example.org) with full details of what happens, and maybe a screenshot. I make no guarantees, but I will do what I can to help you. However, if your graphics card is outdated, then there's really nothing you can do but buy a new one. If it turns out to really be a defective map file, I could just send you an untainted one. I hope this helps.
Try a scratch remover on your disk, or try coping it to your hard drive. It's one of the SP maps, not to sure to be exact. How long ago was it when you bought the actuall game? I mean, do you intend to play SP? If you want some multiplayer action, you can download halo Ce and Play MP.
Like stated above, clean the disk gently and thoroughly(spelling), and see if that helps. Also, you'll need to post Your PC Specs, or match them with the one's I'll post below. I'll also add the link to the latest DirectX.

I didn't make it!
Yeah I'd check your system requirements, I've never had any errors with installing. But I know people that had some problems when they tried to run the game. So yeah check your requirements, And if you dont meet them well upgrade your system or erm... dont play the game. I mean if you cant play halo your just outdated.. =\
