ok to get this clear i'm not trying to skins stuff mates thats easy to do!

i'm trying to mod stuff ok, i search the forums seeing as the sticky says todo before posting so far i find alot of people talking about skinning and blah blah stuff ok,

i'm wanting to start modding, like modding damage by weapons, health packs, weapon rounds, weapon fire speed and stuff like that,

but what do i use to do this? what kind of programs? how do i mod these things? and where can i get a tut or something? (p.s a tut for dummies :deal: )

ya all think i'm a total n00b for asking don't you :D but i don't care i'm asking a question can u help me?

would that cause people on my server to spawn with 10 bullets in there rifle and reload ten more bullets each time?
