Your right that is a major problem and if you cant easily find your cards name and model number chances are its using a crappy windows driver so that would explain your direct x problem as well. Because direct x is not just for your video cards you can install it without having a compliant video card. Although updating your drivers should fix this.

Find your card.. goto control panel and click on system. click the hardware tab. then click the device manager. That will bring up a list of devices. click the + next to the display adaptors. It should tell you what card you have. Then google the card name and find the makers website. (probably nvidia or ati) and follow the links to get the latest driver for your card. Install it and hopefully that will fix it.

A new graphics card that would run it is cheap enough. Even a Geforce fx 5200 would be very cheap if you can find one. If you do go for the new card option make sure you check what slot it is going in to eg PCI / AGP or PCIe. Chances are it will be a AGP slot.
