EDIT: lol, maybe i should read the thread title. i've never used SAMI, this is the way i do it:

go into the handling file in the data folder of your san andreas directory (the standard is C:\Program Files\Rockstar Games\GTA San Andreas\data\handling). make a backup in case something goes wrong.

now find the vehicle that you want to change. it may be difficult as some have strange names in the games code but just ask me if you can't figure out which one is the one you are looking for. the top of the file explains most of it, but i'll repeat it anyway. in the 16th columb (Q) should be a 4, an R or an F. if you are unsure about whether or not you've got the right one, it will be next to a letter. the 4 is four wheel drive, the R is rear wheel drive and the F is front wheel drive. speed is detemined by several parts of a line, the top speed is in the 13th columb (N) and the accelleration is next to it (on the right). it is also effected by the mass of the vehicle, the engine inertia and a few others. if you are unsure as to what the engine inertia does, it will make the car accellerate slower as it gets faster (like a real car). if the number is small enough, it will accellerate at the same rate no matter what speed it's going.

feel free to say if you don't understand and i'll explain it again.
