Well Valve said "insanely inspired puzzle game that takes advantage of the Source engine," but I didn't guess it's just this kind of first person pure puzzle game using portals.
Apparently that is some training video for a new employee in an advanced corporation in the Half-Life 2 universum. I wonder if it has any connect to the story line.
The architecture visible in trailers looks a bit Combine like to me, and their energy balls and fields are present.
The company could very well just be a ploy by the combine to lure intelligent humans into the testing area. You see the player is wearing an orange jumpshoot uniform something like what a prisoner would wear, you then notice that the technology is to an extent combine looking and sounding (the voice is also similar to that of the combine computer voice used throughout HL2; IE at the trainstation, over combine coms and in combine facilities) and the technology seems to be something highly useful for citadel repair work and infiltration. This is set to be bundled with HL2 Episode 2 along with Team Fortress 2 so when you buy it HL2E2 off of shelves this december, it'll have 2 free decent length games attatched. A supposed beta tester claims that the half finished alpha went on for about 5 hours with falling damage off and taking advantage of that exploit (which from the looks of it would save people alot of time) the HD trailer is up on gametrailers and shows all the little captions in full detail.
The overwatch voice you hear in Half-Life 2 is real voice, probably by some collaborant or surged woman. It could be only a recording, but in some parts of the game you clearly hear it adressing you and telling about your violations.
so you're essentialy saying that the combine are incapable of making an intelligent computer with a human voice despite having nigh on sentient war machines, full ability to make a geneticaly engineered army, and interdimensional transportation capabilities.

Yeah, you're right on that one. Still the overwatch voice in hl2 is realy human like while Portal indeed is not. While Combine could simulate it artificially, what would be the point? Fact that overwatch on is not human or partly human is quite obvious, I don't think citizens would care realy.:)
