i am new to unreal tournament 2003 and i was wondering if anybody could tell me how can i look at the mods i have to try and figure out how i might make some of my own. do i need to download a special program or something. if so where can i get it.

Modding in UT2003 is *extremely* complicated (if you've got any experience with Quake 3 engine modding, throw it all out the window, cos it's for beginners compared with Unreal tech modding) and as a bit of advice, I'd say give it a miss unless you've got experience with a programming language (or *maybe* if you're an expert in mIRC scripting). Anyway, if you want to have a look, the program is UnrealEd in your UT2003/System directory. Open up the Actors Browser, have a look at what's in there, then in the Actors Browser go to Open... (or whatever it says, can't be bothered to load up UEd atm :P) and select the .u mod file you want to look at. This will load the new classes into the Actors Browser. Beyond there, the very little I know enough about to explain is waaay too complicated and there should be tutorials around somewhere that can tell you better than I can.
Having said that, skinning is pretty simple stuff and I haven't seen a game that's easier to make maps for than this one. Nearly everything opens in UnrealEd, but the occasional little files like .ini and .upl open in NotePad.
