We meey again dude...it's me the guy that can edit skins... I think the easiest way is to make a new texture...very easy, just get the old one for normal water and then change color (this is how i do it with my programs, i save it in grayscale so it looks same but without colors...and then i give it a red or green,...tint in an exsessive degree so it becomes green water), if u have msn i can even help u more at this adres demonax87@hotmail.com

Well, doing that well make a texture LOOK like toxic water, but the way to do it is to make a WaterVolume (while the texture is what people will see when they play the map, the Volume is the *real* water-- gives an area waterlike physics, able to drown, distancefog etc), size it appropriately, then right click it. Cos I can't seem to get UnrealEd working at the moment I'm gonna have to say this from a very vague memory, so you I may be slightly wrong here. When you right click it, you should get a menu. Go to Properties. In the box that pops up, extend the WaterVolume menu (or possibly PhysicsVolume or just Volume, can't remember which) and make bDamageCausing (or similar) to True, then fill in the DamagePerSecond box (or similar). Then put the water texture, as Dem0nax has so excellently described how to create, over the surface of the WaterVolume. Hopefully you'll now have proper toxic water.

UT2003 has a different way of doing water surfaces than UT which doesn't involve building a sheet. Whenever I can get UnrealEd to work I experiment with this new way of doing liquids (FluidSurfaceInfo from the Info menu in the Actor browser if I remember rightly), but so far I haven't been able to get the water to make 3D ripples, ala LostFaith. I'll make a post here when I find out how though...

Okay, got water cracked now =P but there's far too much to be said about it really, so I'll just point you in the direction of this tutorial.
