The first one I found was in that location where you talk to a guide to get you to the Cordon for the very first time. After wiping out a small renegade squad I found a AK74 on one of the bodies.
AK74 + all possible accuracy upgrades (3x I believe) + PSO-1 scope gives you an ultimate rifle (it's like +90% to accuracy).
