After a new GPU and upping my RAM to 6GB, I'm still only getting an average of 25-35 FPS?

I'm running CS at 1920x1200 with Float32, a weather mod (that gives you light rays in thunder storms etc), Sharper textures, sharper terrain and Faction Commander 2.
In game settings are medium high with no FSAA, DX10 on Vista Ultimate x64.
Any ideas why my FPS is still crap? I understand I don't have an amazing system, but it certainly isn't bad. I also know I have a few demanding mods, but still? 30FPS dropping to 15 in the early hours?
Please say I can up my FPS with a tweak of some sort? I'm gonna try uninstalling float32 for now.
I've noticed the something similar on my computer, the FPS will be smooth, I'll save and restart the game then the game play is stuttering.
I have a Quad core 6600 overclocked to 3.1, 2gb of ram, 9800GTX+ overclocked 10%, on vista with DX10 aswell. I rarely go over 35 FPS, and in the morning with god rays, forget getting over 20FPS ANYWHERE except underground. I turned off Dx10 enhanced lighting, so now it's just "enhanced' lighting. I get 45 FPS, sometimes even 50 with max settings. It's obvious that the new DX10 global lighting brings any computer to it's knees. You though crysis was unoptimized? I get 25 FPS on VERY HIGH all maxed, and it looks beautiful. Not clear sky, but I have to give it to the devs for at least trying global lighting. Every polygon in the game has it's own shadow and ray of light shining past it, why wouldn't it completely **** on medium-end computers? It's asking a lot to use such sophisticated visual lighting on a free roam game. It might have worked in a desert setting, but have you seen how much foliage clear sky has? It sucks, but the only thing that would fix performance is if it was optimized by GSC themselves.
