What happened is that I was playing on Oblivion Lost 2.2 mod and started a new game. I did a few easy quest, and got some weapons and items. Now after using the sleeping bag until the first blowout occured, I left and explored for about an hour. After a while when I came back, every npc in the camp had their guns drawn, looking for that mutant wandering in their territory.
What happened to the mutant was not important, so I'll fast forward a bit. When 3-4 of the npc started walking into the outer wall, with guns drawn. I went out in front to check out whats making it. Nothing was there, so I went south to look for mutants, or enemies with my binocs. Several military soldiers spotted me, I ran back, and funny enough, they managed to get into the camp.
Well at first they were out in front of it, but the camp's npc killed 2 of them. When their reinforcement walked by, they "loot" the dead body but in the process, sees the npcs in the camps.
Now after several minutes of Military vs NPC, and grenades blowing up the happy-trigger-finger campers. I retreated to the trader after looting them all, leaving only to find even more military soldiers in the camp, along with dead bodies everywhere.
I did some time consuming activies but the campers didn't respawn. Then I realised the game isn't nice in base npc respawns.

Wolf, the person you are told to speak to, isn't too important in the game. On my second run through the game - I killed all of them, and it didn't impact the gameplay in any way - other than having a little lonely area near the trader.
And more vulnerable to being attacked by "Looting" Npcs. Since OL makes all weaponry stronger, if you don't run fast enough, they will put enough holes through you. Makes me wonder if there should be a "light" meter so even if you make noise running around, if its really dark, then they can't see and aim at you. The only problem is combining mods, as it can lead to overwriting of things you want, And the mod manager sucks when you gotta load huge mods... Takes over 10-15 minutes for a 600mb mod... Heck it never even finished loading up, I canceled it when it stopped at 50%.
I wouldn't worry about it eather, even in the original game with out mods it has no impac, They will get occupie it again coming down the road. The only time I have ever seen that camp shut down ( again in the standard game, not moded ) is when sid's main bunker doors were closed. I had it happend to me once, it was around when I first played the game ( I got it a month later after the game release ), I think the Mercs were making their attack and I was asked to help, I blew him off cause I am always saving people that died anyway ( Like professor krogulv, nothing could ever save that guy, even I shot him just to save time....), when I came back to the lil village, Sid's main bunker doors were closed, the village was abandon, and stayed that way through the rest of the game...
