Does anyone know how to modify a starbase so that it can repair ships? That way the Federation Drydock and Cardassian Litvok Nor can repair ships like its supposed to.

Just find a suited hp for repairing and add repairhardpoint = "hpxx" beneath 'buildHardpoint = ...' And you may need to add this repairFacility = 1 somewhere in the stations odf file too. Hope this helps

No, I think not, because starbases/shipyards use different classlabels then trading stations. I once treid something similar on my DS9. It could build, repair and process dilithium/latinum. And I wanted it to trade too, but he didn't want to do that. So I figure the other way around won't work either.
