Depends on the circumstances. - Game physics dictate that the game is balanced. Therefore, all weapons are relatively the same. Perhaps the borg weapons might have a slight edged, but not by much. - Canon fact dictates that the borg are far more powerful as we've all seen. Its only that Picard new where to destroy the FC cube that the enterprise e seems stronger.
Thats a very easy one to answer. The Cubes weapons are considerably more powerfull than the Sovs. (the Galaxys weapons are more powerful than the Sovs) The Sov is useful because of the corbomite reflector which lets it stay in combat for far longer than the Galaxy.
The Borg cubes fire slower for balance instead of having weaker weapons, but nobody uses unfusioned cubes anyway so you don't really notice much. Also, when a formation of cubes engages anything the rear rank and maybe the 3rd rank (depending on the attacking fleets range from the first rank) won't be able to fire because they will be out of range because of the size of the borg formation.
I so wish there people view the books as cannon, we could have so much fun with game if they did ( o well I can dream), I mean there are ships in some of the books that walk all over the collective and even 8472, without even breaking stride, now that would be fun.

There's a limit to the amount of fun ou can have with "God" races. As far as it goes in my book, the Borg and Species 8472 are the only God's in trek AND they fight it out amongst each other, so it's even.
I don't like "God" stuff when its out of proportion. The borg and bugs are well balanced in A2, things like the TFC can be wiped indirectly by everyone but klingons without losing ships and it takes so long to get bug battleships that there is ample oppurtunity to build up a fleet in advance to stop them.
I dislike the idea of invincible "god" ships with massive firepower because it makes people think they don't have a need to learn tactics and strategy which is lazy (and incorrect) thinking. Sure, you can beat AI's like that but you can't beat anyone with a basic grasp of tactics that way.
Sorry gentlemen, you seem to be missing my point, but you bring other valid points to the fold...

If you wanted a weaker borg weapon set, try using the diamonds beams and torps.
