This is very odd. I downloaded the "sfc3_patch_1.01_beta2_build_v534.exe" file

This was the corrupt version, not the working one.

Anyways, I downloaded another file (the working one), patched my game, and everything is dandy except... i can't delete the file of the corrupt patch!! i even booted into SAFE MODE and still couldn't delete it! it says "this program is being used by another person or program" bla bla.

I checked meticulously in task manager to see if there were ANY programs running that could be using this POS but i can't find anything suspicious! Why can't i delete this simple exe file off my desktop??

Download Copylock. I use it. It's great for getting rid of those unwanted files that says they are in use, but shouldn't be.

http://www.soft32.com/download_8644.html

if that link doesn't work. Go to google and do a search for copylock 1.08

Like I said, I booted into safe mode (which does not load non important tasks) and tried to delete it however it does not work.

If I cannot delete it because it's in use then I cannot rename it either.

I had that exact same problem. I just ignored it and it added itself to the HUGE mess that is my desktop. Then one day I forgot what I was doing and tried to delete it and it did. :S Sorry I can't be any more spacific :P
