Setup.ins is not a Star Trek Armada file. Its an Install Shield Wizard file.

Try updating to a newer version. http://www.installshield.com/

I know the file is an Install Sheild wizard file. it is generated when the developer deploys its product using the Install Shield Software. the setup.ins file is a script required in order to run and complete the setup and install the game. please help bye

try doing what monster said and get the latest version of it... it should replace any missing files or repair any damaged/corrupted ones

It was not on my Star Trek: Armada CD, so I cannot copy it. Therefore I assume its created when Install Shield is run. Therefore, its an issue with Install Shield.

My Armada CD is working fine, but I use Window 2000 with the Install Sheild updated, and Windows 98 with the original Install Shield...

I have heard that Windows XP causes stange issues with older programs. Armada was a finicky program when it was first released. So I the first thing I recommend to do, is to update your Install Shield Wizard. Then try running it in various Windows 98 modes.
