The program you're looking for is D'Deridex's SFC3 Util. It should be available at Starfleet Universe, but it looks like their server's gone down. It can also be found at http://www.nightsoft.net/downloads.htm#STARFLEET%20COMMAND, though. Click on 'Starfleet Command'; it's listed as Hardpoint Placement Editor for SFC3.

Wasn't there a program called Core Edit being made, that was alot like ShipEdit for the first two SFC games? Whatever happened to that?

It's still in development, I think. There's a demo version available from http://xhalon.tripod.com but when I tried it it screwed up my core. The creator says 'I am releasing this version because I have had very little time to work on CoreEdit since mid-August and I don't forsee working on it much before Christmas break'. This was in last October; perhaps little progress has been made even since then.

and they won't fire from the right spots on the ships unless you edit the model.

the hardpoint editor is for where the hardpoints are located on the refit screen and in a mission on the tactical display.
