As I recall, the deflector pulse plan didn't work because Picard had already approved it, and so the Borg knew about it. Picard was going to do it alright, and I think he would've done if Riker had been captured in his place.

It's the thought that counts. I just don't think Picard would have done the same in Riker's shoes, and the fact that Picard new all of Rikers maneuvers and tactics, indicates that he had to chance his whole plan of attack against the Borg, so that the Lucutus couldn't suspect anything. Now that is what I call a captain . . . .
Picard and Kirk. Sure Picard ran from certain ingagements, but you have to remember that he had families on the ship. He is also more of a diplomat and explorer than a combat commander. Kirk was just good because of his sense of humor, tactical prowess, and his uncanny ability to get out of very tense situations. I also like him because he is a student of the 20th Century. He and Picard new more about the 20th Century than most of their crews, in my opinion that is.
As far as Kirk and Picard goes, Picard just didn't cut it. In Generations, for example, When everyone was beating the crap out of Sorin (I have no idea how to spell that) Picard got wasted, because he's old. Kirk got some nice hits in though. I think that a good captain should be able to stay alive in a fist fight, which Kirk does, Picard gets wasted!
