Borg offense does not include concealing themselves... Think about it. They annouce their intentions and presence at each attack. They loose a ship they send another.

Ontop of what Saquist said... There was never(to my knowledge) any species shown in the Delta Quadrant that had Cloaking technology... Also, the Borg's Assimilation is similar to the Cloaking Device in that they're both plot devices used for the two races. Assimilation provides part of the fear for the Borg and is the one thing that those who face them fear more than death... where as for the Romulans the Cloak reinforces their deceptive shadowiness.

The Borg assimilated Romulans, and Klingons. No doubt they knew how to make Cloaking Devices, they just (as it has already been said) have no need for them.

the borg are powerfull enough, they dont need a cloak. But also how bigger the object is and how fast it moves how easier it is to detect it at its engines and exhausts....

Also the borg use massive vessels. There might be problems trying to cloak a cube.

Or it would be "irrelevant" during a battle.

yes but size is no problem, you can even cloak a planet and that would be good because a planet doesnt move, it rotates... or it doesnt go to warp... you cant track emissions of exhausts...

What's the point of cloaking a planet. even though it can't be seen, it would still be detectable.
