No i dont think it was a mistake at all, I think there was a valid reason for doing it, such as the older uniforms i think have a more classy look rather than the ones with the grey across the shoulders Im guessing the one in the older uniforms were high up Starfleet officers. A more realistic reason would be that not enough of the newer uniforms were available for all the extras.
