No, the Breen were never shown to have a cloaking device.

HOWEVER....

They did reach Earth mostly undetected and laid waste to San Fransico Star Fleet Command. Only after the assault did the Mars Defense net oblitrated the entire fleet.

Saquist makes a good point on this respect. Whilst we may never have seen the Breen use cloaking devices, it doesn't mean to say that they don't have them. If you think, when in a Fleet wide combat, there would be no need to use your cloaking device. Cloaks are used for surprise attacks, and in a fleet you wouldn't really be surprising anyone by cloaking. In addition to that fact, a cloaked ship has no shields, so it would have been pretty stupid for the Breen to be cloaking on and off within a fleet engagement when they're are torpedoes flying about that could hit their ship. Also, on Saquists point, you'd have thought the Federation would have detected the Breen fleet well before it reached Earth, unless they did actually have cloaking capabilities. Starfleet knew that the Cardassians and Dominion didn't have this technology, thus they wouldn't have had any massive tachyon detection nets set up or anything. Also, a few projects (mods) for games have the Breen with cloaking devices, so to summarise, whilst we may not have seen the Breen use cloaking devices, I've no doubt that they do actually have them.

I have to wonder what kind of weapons they used to fire from mars all the way to earth, or was this one of the instances where they had to slowboat on impulse outside the solarsystem?

See that's why I said it had to have cloak....It had to be a surprise attack. Lets face it. Our solar system is huge It would take some better part of hours to travel the solar system in hours at full impulse power.

Didnt NCC-1701 refit zip out of the solar system in a matter of minutes in ST:TMP?

Also didnt NCC-1701-D follow the Borg through the solar system in a matter of minutes and didnt the Borg come through the solar system at impulse in a few minutes?

EDIT: According to Memory Alpha its canon that the Breen do in fact have cloaking devices

Some of their vessels were even known to be fitted with cloaking devices. (TNG: "Hero Worship")

just wanna mention the breen have cloaking devices and indeed we zip our solar system in minutes, on impulse it will be 30 minutes i thought and warp within secs.

Do you have a source which confirms that Sov? Please link.... Also, I don't think that you can traverse the Solarsystem from Earth 'till Pluto in 30 minutes. Remember that impulse is still less then 1.0 Lightspeed. Light from the sun alone takes about 7 minutes to reach us. We are 1 AU (Astronomical Unit) from the Sun. That's about 150.000.000 kilometers. Pluto is about 39 AU away from the sun. That's about 150 million km (7 minutes) times 39. That's 273 minutes from the sun to Pluto alone. And even then, Pluto isn't the absolute border of our solarsystem. Also remember that this is lightspeed. Impuls is about half that speed, could be a little faster or slower though. There's also a handy warpcalculator on ditl.org for instance. You could use that to extrapolate the time needed to reach pluto with maximum warp. ;) But back to topic. Maybe they were hard to detect, because Breenships are partially biological? Thoughts anyone?
