How do I increase to torpedo accuracy?

get in closer. Once your torpedoes are loaded, make an attack run (preferably not directly into your enemy's active weapon arcs). Knock down a shield with concentrated phaser fire, and then send those torps home.

The less Angular Velocity, the better..... catching him with a tractor and then letting your torps rip into his hull is good too.....

Does the angular velocity matter in SFC1 and 2 (which is what I assume this question is about since it's in the SFC1 and 2 forum)? I thought it was only a SFC3 thing.

I've found that my accuracy increases if there is less angular movement; however, you have to estimate it in the earlier volumes...
