After little help from here, except for Rojan, Borgrule and Grunt 158, I did some experiment and found the problem. It is a hardware interface problem.
The mouse controller is loaded into the game during start up. It does not use windows Direct X interface, rather, it's own interface. Since everything else I play generally uses Windows Direct X interface, I could not understand why the mouse was not responding properly. AH HA! After digging into my own system, I found 2 issues. 1, I had an old PS/2 mouse driver along with my current USB mouse driver active in my device manager, as well as a PS/2 mouse adapter plugged into my computer from a past mouse that was not being used.
Deleted the old mouse driver and removed the PS/2 to USB adapter.
I understand that there's not a lot of people who either had this problem or know about how the mouse interface works within the game. I discovered this after continuous trial and error testing, as well as looking into my own system for issues. I would like to make a suggestion that those using a PS/2 mouse, may want to upgrade to a USB mouse. Also, make sure you have only the 1 mouse driver installed (Device Manager).
@Borgrule- You said you had this problem too. I suggest you look at your device manager and see if you have more than 1 mouse driver in there, or if it is a PS/2 mouse driver. If it is, you might consider a new USB mouse.
