Its packaged in .rar format. You need WinRAR to open it, download it and you should be able to open the file.
Once you move the 3-letter-map-name (JTV) to addon, you can run BF2 and play it, given you have the 1.1 patch, otherwise the map looks like %JTV%_s%.
